If you're just forwarding a message, they will be precessed on the server.
The client does not need to be running.
Personally, I use SXAA to set up a permanent rule which the end user will never modify or look at. It's much faster, and it looks very different from a rule created by an end user.
If the user will work with the rule, (changeing it, or enabling & disabling it, etc) use the Outlook Rules Wizard, because it allows you to "name" a rule so that it makes sense to the user, and so they can tell the difference between their various rules.
