Possible to categorize mail account into external,internal?

Dear friends,

Wondering if the following customization is possible.
In my company, we wish to categorize mail accounts into two types:
1) internal account: only able to send/receive local domain / network mails
2) external account: able to send/receive local domain/network + external domain (eg yahoo, hotmail etc)

meaning we can restrict some users to send/receive external domain mails and allow certain users to send/receive external domain mails.
anyone has any idea how do i go about configuring this customization?
