service level for the user's mailbox doesn't allow that operation what does this message means?? I only have it for certain users. I put in some quota (100MB). Can they exceeed the quota and that gives this message??

It is quite possible tihs is causing it.

Maybe post the contents of the files in /var/opt/scalix/??/s/rules here, especially the ALL-ROUTES file.
