Re-enabling the rules wizard for outlook, goto >help >about Microsoft Outlook > Disabled Items, and re-enable the rules wizard

In Outlook, goto help, about Microsoft Outlook, and click on "disabled Items" You will see the rules wizard disabled, highlight it and enable.
