Put an Include /opt/scalix/global/httpd/scalix-web-client.conf in your vhost definition. Also make sure that the swa.properties has the correct URL to look up the Rules Wizard. You only need a Proxy statement if you are forwarding from an outside machine (e.g. DMZ) into the Scalix machine, don't use that on the same host Scalix is running on.
