Return Mail Over Quota

One of my users received an error

"Mail delivery sub-system return mail over quota"

I waould guess this means some kind of a queue is full and needs to be cleaned out. This user has no restrictions on mailbax size. Where do I find the queue to clean out?

What was the user doing when they received this error? Was it a bounce from a message they had sent? If so, are you certain it's not the recipients mailbox that is over quota?
