Mail Address Rule

Apologize first if this is a dupe, I tried searching for it, but no luck.

Simple question: Is there a way to make a custom "Mail Address Rule" (Also "Authentication ID Rule")? Our company uses last names only (we're small), and thats not an option.

I like to know if I can create a send mails rule with a specific domains. For example user pfox olny can send mails to @mycompany.com, @companyxyz.com and @xzone.com
