create a server side rule

Is is possible for me to create a server-side rule on an account, on the server, for a user without logging into his/her account?
Is there a magic command line to allow me to do this?
I wish to create a rule to move any email with a certain tag in the headers to the junk folder.

Just tried this command on the sxadmin account and it seemed to work for me:
sxaa --user sxadmin --file "Junk" --header "X-Spam-Status: Yes" --title "Move the junk out of inbox"
Can anyone tell me if this would cause problems in any way? Have I done this correctly?

100% correct. No problems with this method. The folder will be created if it doesn't exist in the user account.

Alas it does seem to create the rule, but does not create the folder. I was hoping to use the name "Junk E-mail" as the folder name as that's the name used by Outlook and it would save confusion with all accounts.
Any ideas why it doesn't?

Never mind. I can see it creates the folder not when the rule is made but when the first email arrives in the specified location.

Yep, sorry, was thinking about that as i typed the reply and i would have mentioned but the thought never made it to the fingertips......
