Unable to open new window on (finishing) new user creation

On creation of a new (premium) user, when clicking finish in sac an error message POPS UP!
" Unable to open a new window. You are proberly blocking pop-ups. Please disable pop-upblocking for this site and restart the admin console."
this happens in Firefox and in IE
After investigation we found out that there where not enough licences.. But the error message does not state that!. It blames the browser!
This is a Bug!
There is no way i know of to check (in sac) how many licences there are left.. and to be honest i do not know how to check ion the console as well..
scalix version we encountered it on 11.4.1 (on different machines / customers)

how can we check how many licenses we have available / in use (from SAC)
