Create a folder on a users account?

Is it possible to create a mail folder on a users account without needing to log in as them?

Is there a magic command line one can use from the server?

I don't think so. There should some privacy allocated to end user when he is using his mailbox. So I don't think there would be any magical command to create a new folder in Inbox. If you want you can create a Public Folder and assign proper ACL's so that, only the user can access it or something like that. Reading your post I am not clear with what is your exact requirement.
