Rules Wizard on web interface Issues

I was trying to setup a number of rules and found a number of bugs in the rules wizard on the web interface.
If you want to move an e-mail to a folder you would use the path Inbox/Work as part of the where to move it too.
However if you don't add Inbox to the start of path the mails will go in a new folder outside of the inbox and can't seem to be deleted. If you also add a / on the end of the path Inbox/Work/ then a new folder is created without a name and this folder can't be deleted via the web interface.
Firstly how would I delete the folders, I presume there is a command line utility to do this? and secondly could the rules wizard be update to stop the above happening or to have a gui that you can select the folders like other system like outlook provide?
