Hebrew localization

Hello all,
We're currently evaluating Scalix to replace our current email hosting solution. I was going over the localization instructions in Scalix Server Setup and Configuration Guide.
For the SOC it seems adequate (when we're finished localizing we'll know :) ).
As for the SWA it's obvious string translation is not enough. To be acceptable it needs RTL UI. Specifically, stylesheets (css), images and perhaps also the HTML needs to be localized.
Are there any guides as to how these can be localized?
Otherwise, can anyone start me up with some pointers?

As for localizing the SIS the document only lists a small set of languages. Can the SIS be localized to Hebrew at all?
As the collation order of Hebrew (without vowel markings) is binary order will it cripple the search functionality if the SIS is not localized?

Finally, what license will our localization work fall under?

There is now a translation and a theme for Hebrew

You can get from this link the Hebrew localization for Scalix. It has an almost complete translation of the SWA interface, and an adequate localization of the SWA theme.

It is freely distributed, so feel free to pass it around.
