How does SWA determine timezone for the users calendar?

From the server? the client OS?

Can this be set on a per user basis?

A feature request for future versions of SWA would be to add a timezone option to preferences, and even a second timezone similar to Outlook.

The timezone is picked up from the client OS. I've also added an enhancement request for SWA to have a timezone preference.
