Create a user via COMMAND

Hi, my scalix admnistration console is not working it appears an erro like this:

Could Not Login
Could not fetch configuration information
Possile problem with aministration server.

I really need to create an e-mail for a new user that start working today, there is any way to doit in the COMMAND LINE.
