Folders can have inherited permissions or their own set. Once a user has assigned permissions to a subfolder all other additional permission have to be set explicitely.
I am currently not aware about a method to revert the permission model of a folder to the inherited model. Its not possible with Outlook. Maybe someone else knows if ommodacln can do it (or sxdelegcfg in the upcoming 11.4.6 release).
