Not a problem, but perhaps a bug....?
I created two new folders in the Public Folders though the command line.
I then created some new folders through Outlook using an Admin account.
The two original folders always appear in Outlook--no matter what profile) as always having 1 unread message and 2 unread messages. I know there is nothing in them because I just created them.
Even if I log off Outlook and back into it, the new message account re-appears.
I deleted them through Outlook and re-created them, and now the message count disappeared on them.
Perhaps there was something the admin account did to those folders...?
