I need to find a way to easily allow users to update the system directory. I did a search but could only find info on using the command line or sac. Neither of which is safe ore easy enough for your average user. Has anybody come across the same problem?

There are three more ways I can think of offhand, but you will have to write some code for each, and evaluate security.

The first is to use the CAA mechanism, the SOAP interface used by the SAC to administer the servers. You can then expose this via a web page you create.

The second is to create a web page (PHP?) that calls the command-line utilities directly.

The third (probably the best, IMO) is to use the Request Server. You write a request server script, which you can then directly email and have to create/modify entries for you. There are example script supplied in /opt/scalix/examples/req.
