License problem

After upgrading a server from RHEL3 to RHEL5 (11.0.4 to 11.2.0), we found that our client can no longer create Premium users on one server. After checking the license we got the following:
The client only has a 750 user license, and for some reason server1 counts the mailboxes twice. I have verified the information on server2, and it also displays 1167 users.
A omshowu -m all gives a total of 662 users (541 + 121).
Has anyone experienced this kind of issue before? I have already tried a license reload, as well as a restart on both servers.
