ACL questions for Public Folders

I have a user that managed to drag his entire mailbox into the top level public folder even though I wrote a "Overview of Scalix" document that instructed users not to import everything at once or do a drag-n-drop of their who mailbox. Ugh.
Anyway, I thought I had permissions set correctly so that no users could create anything in the top level folder...well I guess I was wrong. Here's what I have:
Now, "Default" clearly lacks the "attach" capability. So how did the user do this? Could someone also explain what the difference is between "Local Users" and "Default" because I don't understand it. I also can't seem to find what exactly the "subfolder" capability is.
