Public Folders - Assign permissions to top level default

How do we assign or restrict permissions on the top level default public folder? We want to lock it down to one group and make it read only for all others. This way we can control who creates new top level folders, etc....

Are you using Outlook? If so, as an admin user, right click on the folder goto properties, and them choose the permissions tab. once there you can click add, and add the group or people you desire., and give them specific permissions inside as well.
