Management of Scheduled Resources (e.g. conference rooms)

I am looking to find out more information on how to manage resources. I know how to set them up, however, how do we manually manage them?

The question has come up of: User1 books conference room 1 for Monday at 10am. Manager2 wants to use the room instead, and then contacts our office administrator to move the exiting appointment. How do we:

1. Delegate that management
2. Actually manage it (have the permission to move calendar appointments for resources)

You can log into the resource using SWA and manually adjust the meeting, or if it is a Premium resource you can use Outlook or SWA delegation and open the mailbox in your own and manage it that way.

This does not work. We have launched now, the resources are premium resources, but the delegation does not work for these resources.
