We have a new system setup with the following smtpd.cfg and it is experiencing some problems. Can anyone comment on what is valid?

RELAY accept 127.0.0.1,202.5.167.26,66.143.100.153,165.228.104.186,202.5.166.122,202.5.178.122,202.5.178.118
RELAY accept .interoil.com
RELAY Log_Reject ALL

LISTEN_PORT=25
LISTEN=72.51.43.150:587,72.51.43.150:25
#SUBMIT=ON

# extra rules added to prevent open relay usage
RECIPIENT Log_Reject *@*@*
RECIPIENT Log_Reject *%*
RECIPIENT Log_Reject *!*
RECIPIENT Log_Reject *#*@*

I have suggested that this be modified to:

RELAY accept 127.0.0.1
RELAY accept 202.5
RELAY accept 66.143.100.153
RELAY accept 165.228.104.186
RELAY accept .interoil.com
RELAY accept interoil.com
RELAY Log_Reject ALL

# The following group sets the configuration for the submission listener
# This listener is only active if SUBMIT=ON is above
# By default it binds to port 587

SUBMIT=ON
LISTEN_PORT=25
LISTEN=72.51.43.150:587
LISTEN=72.51.43.150:25

Just looking for confirmation if the entries for the IPs as I have set them up in the corrected version is okay and the LISTEN lines, is it valid to have the last two lines pointing to two different ports?
