New generated user with umlaut has a fatal error

Hello there,
I generated a new User in SAC, let us call him John Dö with Mail Adress jd@myseconddomain.com.
The Mailservers fqdn is server.myprimarydomain.com.
I usually import users from OpenLDAP and don't have any umlauts in surname, givenname or anything else.
Some days ago I created user John Dö in SAC, with Surname Dö, Givenname John and Mail Adress "John Dö" <jd@mysecondarydomain.com>. No errors in SAC or in any logfile.
After some time the user complaints about the messages would look like
=?UTF-8?Q?John_D=C3=A4?=
in the receivers inbox and I changed the name in SAC in every field to John Doe.
So the next day my internal users complaints about not being able to sent mail to this user. Using the Forum search I executed "omexeccda" and the problem was solved ... I thought.
As external users still wasn't able to sent mail to this users I pointed out the real problem:
The user sent messages with the From adress "Doe@fqdn" . The primary Mail adress in SAC was shown as "John Dö" <jd@myseconddomain> and after the change of the umlaut it was "John Doe" <jd@myseconddomain.com>. But the messages were sent with Doe@myfullprimarydomainname.com.
This is the originator address before and after the Switch from John Dö to John Doe.
The address changed to the correct only after i executed the omexccda-command by hand and far too late...
I wonder why the omexcdda command didn't run after changing a users details or within the 24h - cycle. And why was this user generated with a false Mail Adress. I created five other users the same day and they all don't have umlauts and they all are created as supposed to do.
Is this a bug? I thought umlauts in Surname/Givennames would be no problem...
I'm a bit messed up because the user didn't receive internal mails because of the name-switch and external mails because of the wrong From-address.
