is it possible to receive emails from a public folder via pop3?

The POP3 protocol doesn't have any concept of Public Folders, it's the inbox or nothing :-)

If you want a MIME protocol that does understand Public Folders, IMAP is the only way to go.

The POP3 protocol doesn't provide the ability to select folders so, unless there is a proprietary extension to the protocol which is only understood by the Notes client, no other client will be able to connect to Notes server and do this.

I may not quite understand what you mean, but Lotus Notes can only retrieve from a mail database using POP3. It also allows inbox access only.
