You can modify the ACL so that people other than admins can use the POP3 service.

Have you managed to solve this -- I am also experiencing the same problem. Though I add the acl for service POP3 as above it does not prevent the user from getting mail through the pop server. Do you have an idea how I can stop pop3 interface altogether during startup instead of using manually doing this??
