Maybe it makes some sense to explain this from a usage perspective.
If you plan on using "Direct Resource Booking", i.e. the resource should automatically be booked by users when inviting them to meetings "as a resource", you only need a standard license for the resource (i.e. it is free). In that case, you would create the resource through the command line - as JG explained - or first through SAC as a limited user before then setting the resource flag on it.
The resource flags can also be set using outlook; in that case, you will need to create the resource first as a premium user, create and login to an outlook profile, set the resource flags and leave outlook. you can then reset the user type to standard.
The next release of Scalix will allow you to create Resouces with the Resource Flag directly from SAC.
Now, however if you don't want to use direct resource booking, i.e. some assistant gets delegate access to the resources mailbox and you include a resource into a meeting by invitation which needs to be manually confirmed by the (human) assistant, then you'll need a preimium license beucase such resource count just like normal users.
