Rules Wizard question

Is there any way to order rules? Is it always in the order of first-created-first-processed?
If I have 10 rules, and I decide that I want a new rule to process before those rules get processed (for example, I want mail with a subject of 'foobar' to get put into a folder before it gets filed for any other reasons), how do I do that? Would I have to remove every rule, add my new rule, and recreate all the rules?
