The local delivery (LD) has the task to deliver message to the mailboxes on the server. A disabled LD does not make much sense. You can not prevent the queuing in the queue of this service as the routing table will point to it if you address a local mailnode.
If you want to forward/redirect messages you might either create server-side rules (Rules-Wizard or sxaa) or just create an address in the SYSTEM directory.
If you want that the Scalix server just forwards mails to another internal system just just have to configure sendmail on the Scalix system for example with a mailertable entry.
The Scalix SMTP-relay will pass to sendmail if the destination is not locally known but sendmail knows to handle.
