We have some calendars in the public folders.
Everyone has "non editing author" rights to the calendars.
Everything was perfect with version 10.0.3
Updated to version 11.3

First, Calendar and contact items in the public folders are not detected by Outlook until the user visits the public folder. Every time Outlook is restarted, the user has to visit the public folders for contact and calendar items in it to become visible.

Further, users who have Owner rights can still create stuff.
From outlook, nobody else can create and save anything in the Calendar. Outlook says the user does not have the right to modify items, which doesn't make sense because the user is trying to create a new item, not modify. And when the user looks at the calendar item properties, Outlook tells him he has the right to create. But then wont do it.

From the Webmail, it gets worse.
The user is allowed to create an item without any problem.
But the item never becomes visible to anyone else, and vanishes as soon as the user logs off. That is not acceptable.

We do not want to give owner access to everyone, because that would allow users the ability to modify other people's appointments in those public folders. This would be unacceptable.

How do I fix this?
