I haven't scalix before. I'm currently installing it right now using CentOS 5.4 while writing this message. I'm want to ask this question ahead of time.

I need to setup scalix on SERVER A and i need to replicate it all contents of it to another machine SERVER B. My goal is when SERVER A will be unaccessible such as hardware failure, SERVER B can take over. What is the best practice and simple way to do this? Can I use rsync? Any suggestions?

Yes, you can use rsync.
You'll need to bring up the new server with exactly the same host.domain name as the production server, or jump through some not insignificant hoops to get Scalix working on the differently-named host.

Take a look at sxbackup

It's a bit rough but you can figure it out.
