can only create one user per login

After creating a user in the SAC, upon trying to create a second user, SAC fails saying error creating user.

To be able to add another user, i have to log out and log back in.

Can you look in $TOMCAT_HOME/logs at caa.log and see if there is anything obvious in there. If not, please post the contents.

I tailed the log while trying to create two users. First user came up fine. Second user failed as usual.
