Local Client Interface service is disabling?

New to Scalix... ran the omstat -s command and see that the Local Client Interface is 'Disabling', yet I see on many posts that this is usually 'Started' for everyone else. Documentation for this service can't be found. Can anyone shed some light on this for me? Many Thanks in advance for your assistance.

This interface is only used by tools like omtidyu. To reset its status, run the command
