Is there a way to block some content in emails from getting to users?

A global wa to block words like the f-bomb. It would need to be a global entry verses a user rule.

We need to set the rules based on corp.policy.

Why not use SpamAssassin, and score that word very high, so that it's immediately filtered. Note that this will not filter mail between 2 internal users.
