What does this error mean

Can someone please help me. Ive searched all of the forums and was unable to find ANY information on this error.

None of my users can login.

I also noticed this in my messages log file

Aug 15 12:43:13 mail omrc: a shut down is in progress.

I ran the command

omreset -o off rci and then restarted rci and it seems to work.

but what does this error mean? and how did this happen?
