Can omaddu be used to import a list of "Internet Users&

I have a listing of just over 300 users that I need to add to scalix that will be "Internet Users" only. We are running 9.4.2, and I have read the omaddu man page over and over and can't seem to figure out how this can be done.... Any ideas?
