Add items to Public folder (not sub folder)

1. Public Folder Question-- my question is that I can add subfolder into public folder. Items can be added to this subfolder. However, i can not add items directly to public folder. I have checked the permission setting of public folder in outlook which has the "create items" permission on already. HOW CAN I ADD ITEMS TO PUBLIC FOLDER?????

You can't. That's the top level. The only thing that can be added are sub-folders in which to post.
