Not sure about what you're trying to achieve, but there is NO admin GUI for the creation of forward addresses. The only option is via CLI (Command Line Interface).

Nevertheless users can manage their FORWARDING rules by themselves using SWA and accessing the Rules Wizard: create a rule to "Forward to people or distribution list" and enter as many addresses you want (To, CC, BCC, From).

you could just create a group for this email address and add members to it......or.....

Create a group with the embers you want in it, then use the email forward plugin to forward to a group email.
