Can you please guide me to activate the License to create users ?

Error Message 

License could not be obtained to allow this operation to complete.

# sxlicense 
Could not communicate with the License Manager

Hello,

please check if "Licence Monitor Daemon" started with "omstat -a"

if not, you can restart daemons with "omshut && omrc"
