How do I either get the desktop web interface on mobile or how do I get the "upload file" to show up in the mobile web interface?

Hello,
You can access http://sxserver.domain.com/webmail or https://sxserver.domain.com/webmail from mobile with pop-up enabled browser. better way use active sync it's more comfortable to accessing email with attachment.
